Who is it for?

This is a ServiceCite summary of DEWR’s participant information, reviewed 29 September 2026.

The public eligibility information covers people aged 15 or older who have left school and need help with language, literacy, numeracy or digital skills.

A person must also meet one of these citizenship or visa conditions:

  • Australian citizenship;
  • a permanent visa;
  • a provisional or temporary visa with working rights, together with eligibility for the Adult Migrant English Program; or
  • a Pacific Australian Labour Mobility visa.

A person cannot participate in this program and the Adult Migrant English Program at the same time.

The searchable collection brings together two Workforce Australia chapters and sections 7.5 and 7.5.1 of Inclusive Employment Australia Part B. The Section Map shows the parent section 7.5; search is limited to its shared referral responsibilities and subsection 7.5.1.

A current public edition of the program’s own Service Provider Instructions has not been verified. The tender draft located in the review is not included as current operational guidance.
